Video footage taken from one of Sandwell Council's 'grotspot' cameras shows the man drag the mattress onto grass in a residential street in Smethwick.

He is then seen on camera dumping the mattress on a grass verge.

The man, who has not been named but is over the age of 60, was later identified from the CCTV footage and admitted the offence when Sandwell Council's environmental protection officers knocked on his door.

Councillor Elaine Costigan, Sandwell Council's cabinet member for public health and protection, said: "What is particularly annoying about this case is the fact that this gentleman would be eligible to a free bulky waste collection as he’s over the age of 60.

"We would have arranged to take this mattress away for free – but instead he just dragged it into the street and left it there.

"We don’t tolerate fly-tipping in Sandwell. This is the 121st £400 fine we have issued over the past 18 months or so.

"People need to know that we move cameras around our towns to catch people dumping rubbish and if we catch you on video, you will be fined.”
