George Davies, who had suffered a period of ill-health, was one of the borough's longest-serving councillors.
Councillor Davies represented the Coseley East ward from 1973 to 1976 on Dudley Council and again from 1985 to 2013 for the Labour party.
He was Mayor of Dudley in 2000/01. During his time on the council, Councillor Davies served on numerous committees including as chairman of the housing committee from 1990 to 1999.
Councillor Davies leaves wife Joyce, three children, seven grandchildren and one great-grandchild.
Councillor Alan Finch, Mayor of Dudley, said: "Councillor George Davies represented this borough with a tremendous amount of pride and passion.
"He was an extremely popular Mayor of Dudley and I, along with many other mayors looked up to him for guidance and support. He will be sadly missed."
