Dudley Council has apologised after residents were left puzzled by letters sent out mistakenly following a "technical error".
Council tenants took to social media to express their concerns over the letters, which detailed changes to standing orders for rent payments.
On Facebook, some speculated if the letter was legitimate, as others branded it "very dodgy".
Posting a picture of the letter, one woman wrote: "Just opened this off the 'council' and looked mega dodgy to me as the return address on the envelope isn't Dudley Council.
