Plans for day nursery and new home thrown out

Plans for a new day nursery in Halesowen have been rejected despite support from a local councillor.

Dudley planners refused permission for a change of use from a care home to a day nursery at Jubilee Annexe (Halas Home) in Wassell Road.

The application applied to a three-bedroom care facility which is part of an associated care home to the east of the site.

The proposed day nursery would have provided places for 24 children aged two to four with four members of staff on site.

The premises would be open on Monday to Friday from 8am to 5pm.

The application received strong support during the consultation process including from Hayley Green and Cradley South councillor Ian Bevan.

In a letter to planners, Councillor Bevan said: “It is my opinion that this site is suitably placed for this business, it will bring employment opportunities to the local area and provide a high class valuable local service.”

In a report for planners, council officers highlighted concerns about parking provision at the site which they said would create problems with vehicles parking on the street during pick-up and drop-off times.

The application was turned down after planners agreed parking would be a problem, they also concluded extra noise and disturbance caused by the business would affect neighbours.

Planners have also thrown out an application in Halesowen for a new two-bedroom detached house in land that is currently part of the plot for an existing property.

The application was dismissed as a form of ‘garden grabbing’ that would be out of character with the street scene.

Planners also concluded that proposed site, on Severn Acres Road, would be an ‘inappropriately cramped and contrived addition that is emphasised by its poor design and layout’ and also that it would have an overbearing effect on neighbouring properties.
