The former Liverpool and Scotland captain's camp have decided against increasing their offer and are ready to play a waiting game.
In their official statement, Wolves said the club were already talking to other interested parties who had pitched their proposals above the £20m Souness offered.
But those talks have yet to be firmed up into a concrete offer. And the former Rangers, Liverpool and Scotland boss is unconvinced that one will materialise.
In the meantime, the Souness consortium will explore the position at other clubs which they feel could be suitable to fulfil their ambitions.
The Souness snub sends the thorny issue of Wolves' future back into the shadows following the Scot's decision to go public with his approach to Molineux last week.
With his consortium now taking a sidestep, Wolves have made it clear they will keep their negotiations confidential until they feel they have a breakthrough to report.
At the same time, Wolves are also turning to City financiers Rothschild in the hope that they can find a potential new owner from their global network of investors.
Wolves owner Sir Jack Hayward still strongly favours a handover to a home-based group - a preference Souness was adamant his consortium fulfilled.
