Hidden ‘spy cameras’ planted in hard-to-reach spots to catch Black Country fly-tippers
Walsall Council will be deploying 21 new CCTV cameras in an effort to catch fly-tippers red-handed.
Twenty-one new CCTV cameras have been deployed in Walsall as part of a multi-million-pound investment to crack down on littering, fly-tipping and anti-social behaviour in the borough.
The new cameras form part of the council's £4.4m investment to put the 'force' back into 'enforcement'.

It comes as the council releases up-to-date statistics relating to fly-tipping in the region, saying that across 2025, a total of 588 littering fines were paid in the borough, with 22 cases being taken to court after the fines were not paid.
The cameras are set to be deployed in fly-tipping and anti-social behaviour hotspots, and will help to gather crucial evidence to enforce fines and assist legal proceedings where necessary.
Councillor Adam Hicken, portfolio holder for enforcement and safe communities at Walsall Council, said: "Fly-tipping and littering are a blight on our communities, and we are determined to tackle those responsible.
“This investment is about putting the right tools in place to deter offenders and ensure that those who choose to damage our borough face consequences."
The new cameras will bring the total tally in the borough up to 71, with seven of the CCTV systems being designated as camouflaged 'covert cameras', meaning that they will be hidden from view, and in hard-to-reach locations with their own internal power supplies.
Councillor Hicken said: "The rollout of these additional cameras, including covert cameras, will help us monitor hotspots, identify offenders, and gather the evidence needed to take enforcement action.
"We are already seeing positive results, with more fines being issued and paid and three vehicles being seized in connection with fly-tipping this year already."
Between July 2025 and February 2026, the number of littering fines issued and paid was reported to have increased by 18 per cent, with around half of those investigated in 2025 for fly-tipping being from outside the borough.
