The £7million club-record signing's name was missing when yesterday's squad was announced for Scotland's Carling Nations Cup games against Wales on Wednesday May 25 and the Republic of Ireland four days later, with both games taking place at the Aviva Stadium in Dublin.
Fletcher withdrew from Scotland's Carling Nations Cup opener against Northern Ireland back in February.
The 24-year-old texted a Scottish FA official to inform him he didn't want to be selected in Levein's squads and hasn't been considered since.
But Fletcher has been in red-hot form at club level, scoring five goals in his last five games to total 12 this season, from just 14 Premier League starts.
His latest goal at Sunderland in last Saturday's 3-1 win also saw him become the first Wolves player to hit double figures in the top flight since John Richards in 1980-81.
But Scotland boss Craig Levein is refusing to select the 24-year-old until he is informed by the player that he wants to be considered.
Levein said: "The situation with Steven is exactly the same as before - if Steven indicates to me he wants to be involved in the Scotland national team, then I'll consider him.
When asked if the door was closed for Fletcher, Levein said: "He just needs to open it.
"I have absolutely no problem with Steven - as I have said in previous times - but really I'm here to talk about people who are selected."
Fletcher's Wolves team-mate Christiophe Berra, who has recently lost his club place, is in the 24-man squad.
