David Noble's strike 20 seconds from time forced a first round replay after Mark Wilson had fired the Saddlers ahead on Saturday.
The teams will face-off for a third time in a month next Wednesday – with Exeter unbeaten in the previous two games – to leave Smith disappointed.
He said: "It was a kick in the teeth. It was the last kick of the game but you've got to see through the whole 94 minutes.
"The minimum I wanted was to be in the draw and we are, so that's the main thing for us."
