The Hornets have had four bids rejected by the Saddlers for the striker after their latest offer of £375,000 was dismissed on Thursday.
Walsall have made it clear they do not want to do business, with boss Chris Hutchings insisting the Saddlers are no longer a selling club.
But Mackay is apparently undeterred and hinted he is prepared for the long-haul.
"We're probing and we'll just keep chipping away until the people are signed," he said. "I'm not going to actually comment on what I'd like to get in, but it is something that is ongoing.
"Be assured that we're trying our hardest for this football club to get people in and to get good quality players in."
Mackay takes his side to Norwich in the Championship's opening match next Friday with just two strikers in Danny Graham and Will Buckley.
He has been tracking Deeney all year and is desperate to bolster his forward line, with the Scot confirming he wants to add "four or five" players to his squad.
Reports suggest Deeney is unhappy at being unable to listen to what Watford have to offer. The 22-year-old is said to be keen on a move to the Championship.
