The Saddlers are aiming to entice supporters back to the Banks's Stadium and Whalley, who stepped down as chief executive on Thursday, has echoed successor Stefan Gamble's words.
New CEO Gamble has made fans' needs his top priority and Whalley, now commercial director, says they can play a vital part in the club's success.
"How far this club goes depends on how many supporters come," he said.
"We built it up to an average of 8,000 when we were in the Championship but last season it was 4,000 and that was disappointing.
"Everyone will have their own opinions about why it happened but if this town wants a football club then it has to be prepared to support it."
