Boss Alex McLeish had targeted the Frenchman and is believed to have had an £8million offer rejected by the Latics last month.
Interest looked to have cooled - with Blues refusing to match Wigan's £15m asking price - but they had reportedly gone back in with a second offer which was withdrawn this morning.
McLeish is also chasing Palermo striker Fabrizio Miccoli and is understood to have had a £4million bid rejected by the Italian club.
But the pint-sized hitman is set to sit down with officials at the Stadio Renzo Barbera to try to force a switch to England.
