Controversial plans for up to 480 new homes on edge of a Staffordshire town and 72 other planning applications

Plans for up to 480 new homes on land to the east of Eccleshall have been submitted to Stafford Borough Council.

Developer Bloor Homes is also proposing community facilities including a new primary school and a site for a new primary care hub as part of its plans for the land west of Blurtons Lane, south of Stone Road and north of Stafford Road.

Around 40% of the new homes are set to be affordable housing, the developer has said. And the properties are proposed to be energy-efficient, with measures such as air source heat pumps, solar panels, uprated insulation and EV charging infrastructure.

Max Whitehead, planning director at Bloor Homes West Midlands, said “We are pleased to have submitted our proposals for a high-quality development in Eccleshall. We are aware of the concerns that some in the community have in relation to future housing growth, and in recognition of this we are proposing an infrastructure-led approach, delivering important community infrastructure alongside much-needed new homes.

“Our plans will help meet Stafford’s housing needs over the next 15 years in line with housing targets provided by the Government, but in a way that provides new purpose-built facilities to ensure the sustainability of the wider community. We are proposing to provide a site for a new school and funding to build it, alongside healthcare funding and a site for a new primary care hub, ensuring supporting infrastructure is in place to meet the future needs of residents.

“We are also proposing a spine road link between Stafford Road and Stone Road and a comprehensive sustainable drainage strategy for the site, as well as a range of outdoor recreational facilities. We are committed to ongoing engagement with local representatives and consultees to establish a positive presence in Eccleshall, delivering a development that provides tangible community benefits.”

The number of planning applications coming forward for new homes in Eccleshall has sparked fears the town could almost double in size over the coming years however. More than 4,000 people have signed a petition calling for Eccleshall to be protected from overdevelopment.

A Kerry Lane resident, who has objected to Bloor Homes’ application, said: “I object to this and all other applications for Eccleshall, Stone and Woodseaves. In a dynamic planning (land grab) situation how can a single application be approved in isolation?

“Transport, sewage and water related, in particular, create a difficult environment for planning officers and elected members for which they will be held to account.

The reason I say this is because apparently they are duty bound to treat each application on its own merits, yet the issues I mention above are subject to influences created by other developments and other influences.

“For instance, water and sewage removed or displaced from sites at higher elevations will impact those on lower ground. Traffic flow is increasing to large scale building in Stone and Loggerheads and the knock on effects of the M6 motorway, which is busier than ever.

“Eccleshall is not designed for the increase in population. Development will only worsen this already fragile situation and I urge the planning committee to reject this and all proposals until the infrastructure can withstand the pressures inflicted on this essentially rural community.”
