Millennium House, located at the junction of Lower Hall Lane and Upper Hall Lane, is located within the Church Hill Conservation Area.

The building had operated as offices until 2020, when permission was sought to convert it into a temporary college.

The college operated for two years before closing its doors in 2022.

The proposal to convert the ‘dilapidated’ property, built in the late 1970s, was the third of its kind submitted by applicant Jacob Fekete.

Walsall Council refused the first application, submitted in 2022, due to continuous use and natural light requirements.

It also lacked information regarding transport, access and heritage.

The second application submitted in 2024 was later withdrawn by Mr Fekete.

Now, with the latest approved application, the applicant has permission to convert the three-storey building into three two-bedroom apartments, 12 one-bedroom apartments and five studio apartments.

There will be 19 parking spaces, with 10 electric charge points and an internal bicycle store.

Access to the car park is from Lower Hall Lane and the plans proposed no changes to ‘character and appearance’ of Millennium House.
