Councillors will discuss plans later this month to help people in Stafford get onto the property ladder. It comes as the National Housing Federation warned the housing market will be plunged into "crisis".
It is urging the Government to take action to address the "chronic under-supply of homes".
The NHF also said it risked locking out an entire generation from the market and predicted further falls in home ownership and higher rates. Earlier this year Stafford Borough Council announced a £2 million scheme to help those struggling to find deposits get onto the property ladder.
The Local Authority Mortgage Scheme will be discussed by full council on September 27 in order for funding to be approved.
