The memo, sent out just after 2pm today (Thursday), said: "We're expecting potentially significant snowfall later today when Storm Goretti hits the region.
"This is likely to lead to extremely challenging travelling conditions later today and into tomorrow.
"Our priority is the safety of our residents and staff during periods of adverse weather. In light of this, the Civic Centre - and other non-operational council buildings - will close at 3pm today and we ask staff to make their way home as soon as they can and work from there in line with your team's business continuity plans."
It advised staff to work from home where possible.
"We aim to revert back to normal work operations as soon as it’s safe to do so," the memo said..
