Smethwick watch commander Andy Shakespeare said crews from Wednesbury and Smethwick were called to the fire at flats in Jefferson Place, Grafton Road, at 11.45pm Sunday.
Mr Shakespeare said: "The bin store was a detached brick-built communal bin store for the flats and it was well alight when we arrived."
He said two breathing apparatus were used to put the fire out, adding: "It took some time to extinguish due to there being a lot of plastics in the wheelie bin construction."
The fire was put out by 1am, he said.
