The hospital has also been told that patients were potentially being put at risk because of unsafe use of medicines.
Some patients also raised fears over a lack of nurses and a high number of agency staff on some wards. However, the Care Quality Commission, which monitors standards, praised the Mid Staffordshire Trust after it found that overall patients were being treated safely and with dignity.
The hospital has made significant improvements since its last inspection in March, with the CQC lifting eight minor concerns.
The trust has been ordered to provide a report within seven days to show how it will meet the four remaining standards.
