On one occasion 20 police were sent to the George Inn in Upper High Street after a fight between customers.
The pub, which is owned by Punch Taverns, had restrictions placed on its licence late last year. But after the move failed to curb violence, licensing officers now want a new licensee to take over at the premises from landlord Joel Wilson.
He today hit back at the claims, but West Midlands Police has demanded another review on the pub.
A report to Sandwell council's licensing panel shows that between August 9, 2008 and March 1 this year there were 21 police logs of disorder at the pub.
It adds: "The police are making a rare request that the panel should consider the removal of the present designated premises supervisor. It is argued that Mr Wilson has failed to demonstrate a clear willingness to work with the police."
Mr Wilson said: "The pub is in the centre of the square so whenever there is a fight it is always assumed that the George is where the problem is. I have door staff and I do everything anyone can do but I can't stop couples arguing or people fighting outside."
