First bus company has shunned using the station at Corporation Street and dubbed it as just "not user-friendly".
Many people, particularly women passengers, have complained about the lack of lights at night around the station.
Although lamp standards are in place these have not been switched on because of problems over the adoption of the road by Worcestershire County Council.
Councillor Nigel Knowles, who represents the St Barnabas ward at Kidderminster, has called for local bus companies to take action to get the lights switched on.
He said: "I have had complaints that passengers are getting on and off buses in the dark at the town's main Bus Station.
Steven Zanker, of First, said: "We don't use the station because of problems and instead our buses go from near the Town Hall in the centre of Kidderminster where it is well lit."
Jon Fraser, Highways Manager for Worcestershire County Council, said: "I will be holding talks about the problems and lack of lighting and see what can be done to resolve the situation."
