Residents and business leaders have been asked for comments on the ambitious proposals.
The response will be discussed before any final planning application is drawn up for submission to Wyre Forest District Council.
A range of new and improved services are envisaged including a new medical centre, fire station, community hall, library and residential units as well as shops and public toilets.
But many people looking at the plans are concerned that there may not be enough parking.
It is not known yet what will happen to the current Load Street car park.
The car parking issues are a major consideration which need to be resolved, bosses behind the scheme have said.
Consultations have now taken place about the planned programme of work and more than 211 people in the town have registered their interest, with many more turning out to look at the proposals.
Some 144 people made written comments. Many of those who expressed their concern remarked around parking and access for traffic travelling through the town centre.
