The body was discovered at Sutherland House, Upper Vauxhall, Whitmore Reans, by a friend who had been contacted by people living in the block.
The death is not being treated as suspicious.
Wolverhampton corner's officer Rowena Slater is appealing for family of Mr Bennion to come forward.
She said: "It is believed he has an older sister who lives in either Pattingham or Penkridge and a son, probably aged 27 or 28 called James.
"I understand Mr Bennion had been estranged from his family for some time but I would urge them to contact me on 01902 649 211."
