The 30-year-old is joined by Villa's James Chester, Birmingham City winger David Cotterill and Albion forward Hal Robson-Kanu in the squad for the match, which takes place in Cardiff on November 12.
Chris Coleman's side are currently third in Group D having won one and drawn two of their opening three matches, though they sit only two points behind Serbia, who currently top the standings on goal difference from the Republic of Ireland.
Edwards won his 37th senior cap in the previous qualifier, a 1-1 draw against Georgia.
