The reigning Player of the Year has penned a three-year deal with an extra year's option that could be worth more than £6million.
It's Mulumbu's third new deal in just 13 months and follows a summer of negotiations, amid speculation over potential interest from clubs across Europe, including Italian side Fiorentina.
Head coach Roy Hodgson said: "It is great that Youssouf has been rewarded for his efforts last season and that we have been able to persuade him that his future lies with West Bromwich Albion in the Premier League.
"We're looking forward to seeing him build on his success of being named Player of the Year and trying to confirm it again this season."
Mulumbu, who joined Albion for just £150,000 from Paris Saint Germain in 2009, proved a revelation last season in his first full Premier League campaign.
The new deal, believed to be worth more than £30,000 per week, will put him on a par with the club's highest earners.
