The Saddlers CEO maintains the club's recruitment drive is not over after they made former Albion man Adam Chambers their fifth summer capture yesterday.
Midfield Chambers, who joins after his release from Leyton Orient, has penned a one-year contract with a 12-month option to follow ex-Os striker Ryan Jarvis to the Banks's Stadium.
Smith has also signed Claude Gnakpa, Kevan Hurst and Mat Sadler but Gamble said they will not stop there.
"The funds are available for Dean to further strengthen and he knows where he'd like to strengthen," he said.
"The funds are there to do it. I would think there will be more new faces coming in before the start of the season, that's for sure."
The Saddlers leave for Scotland on Monday and will be based in Stirling for the week. They face friendlies with Greenock Morton on Wednesday and Gretna on Friday before hosting Wolves and Villa later this month.
And Gamble believes the tour will be beneficial as the Saddlers gear up for the League One opener against Leyton Orient on August 6.
"They are going off on the tour or Monday which we haven't done for a while and I think will be great for them," he said.
"It'll be really good for team bonding and building. It'll be good for them to get away for a few days."
