Discussions between West Midlands Police and Blues' safety team has resulted in the capacity of St Andrews being cut by more than a sixth, from 30,016 to 25,000, for the game on Sunday October 30.
A statement on Blues' website said: "The decision has been agreed after consultation between West Midlands Police and the club's safety team."
The fixture will see the first meeting between the two rivals in the second tier since 1987. They have not faced each other at St Andrews since January 2011, when both were in the Premier League.
