The Blues player was involved in a row with Baggies supporters behind the away dugout, after his substitution in Saturday's derby defeat.
Albion fan Sandra Cox, who was sitting close to the bench with seven-year-old grandson Luke, complained to stewards.
She said: "Everyone was giving him abuse for the yellow card. He came off and swore at me.
"We sit there because it is the family area and we don't want to hear that kind of language."
However, an Albion statement has confirmed the matter is now closed.
He said: "A fan made a complaint to a steward over comments made by Lee Bowyer, who made an unreserved apology to the supporter. That was the end of the matter.
"No further action will be taken."
Bowyer could be seen clearly apologising to fans in the aftermath of the incident, which occurred after his substitution following a fiery 10 minutes that ended with him being booked for a foul on Albion defender Gabriel Tamas.
Blues boss Alex McLeish said: "I did not hear anything myself. Someone said there were alleged comments by Lee. I could see him getting mouthfuls from angry people sitting in the stand.
"But the only thing I saw him do was see him put his hands up telling people to calm down."
