Both clubs will receive 25,000 tickets for the May 30 showpiece at Wembley's 90,000-seater stadium.
The FA stressed it is important to reward members and volunteers of the 'football family,' while 25,000 is the maximum number of tickets offered to any club since the first final at the new Wembley in 2007.
A further 17,000 tickets are on offer to members of Club Wembley, which is effectively a season ticket for the national stadium.
More than 32,000 Villa fans watched them beat Liverpool in the semi-final at Wembley.
