Mutley and Birmingham's Gavin will square off for the vacant WBO Inter-Continental title on the Frank Warren-promoted Sky Box Office bill at London's 02 Arena.
It's the biggest West Midlands boxing derby since Birmingham fighters Matthew Macklin and Wayne Elcock clashed for the British middleweight title in March 2009.
Gavin had been set to fight Wolverhampton's Dean Harrison for the WBO Inter-Continental belt at light welter in December, but pulled out three days before the show with flu.
Now Britain's only world amateur champion will take on another Black Country boxer in Mutley - real name Lee Woodley - up at welter with the fight made at a 10st 4lb weight limit.
The 34-year-old has been out of the ring for a year but is a former British champion, having held the Lonsdale belt in 2006.
Another West Bromwich fighter, Marcus Portman, is also a part of the show and will box an eight-rounder in Jamie Cox's first fight at light middleweight.
Both are making their comebacks - Portman hasn't fought since drawing a Midlands title fight with Tyan Booth in October 2009, while Cox has been out for a year.
The 2006 Commonwealth Games gold medallist was banned by the British Boxing Board of Control while serving a suspended sentence for assault.
