Holder has been called to appear before the area council tomorrow but is not expected to attend, the second time in succession he has no-showed their monthly meeting.
'The Porto Prince' is in hot water after an incident that marred the end of his last fight, with Ryan Clark at Walsall Town Hall on February 26.
The bout went the distance with referee Robert Chalmers scoring the contest a 38-38 draw and, as he went to raise both fighters' hands, Holder is alleged to have pushed him away.
There are also suggestions Holder used foul and abusive language, such was his frustration with the decision of the referee.
Chalmers, as part of his duties, has been obligated to file a report about the incident and there were members of the board at the show.
The Area Council charged Holder under regulation 25 and have suspended his licence, until the matter is resolved.
And the 22-year-old middleweight has been urged to face the music.
Midlands Area Council secretary Les Potts said: "It's in his interest to deal with the matter and confront the situation. If he doesn't attend, the suspension will stay in place.
"If that continued until his licence expired, then it would be withdrawn, then he would have to make an application for it to be reinstated.
"What happens after that depends on how he presents himself, whether they accept his version of events and believe his apology is genuine – there are a number of factors to take into consideration.
"The council would then arrange an appropriate penalty, which can range from a severe warning, fine, suspension or even withdrawing his licence.
"I am sure it wouldn't go to that, but it's not sort of the behaviour we condone as professional licence holders."
The Area Council are due to get together again on May 15 after tomorrow's meeting.
