Carson Yeung's promised £40million cash pledge for signings last year has since become something of a millstone around the owner's neck.
Having seen how other clubs such as Fulham have established themselves in the Premier League with prudent spending, Blues have since distanced themselves from the quote.
Now McLeish believes frugal and gradual development is key to the club's development.
He said: "We won't go mad. When Carson Yeung came in, people levelled the £40million at him. He did say it but I think Carson and the board have looked at other examples and gone 'wait a minute, let's pull back the reins here a wee bit.'
"We don't want to go down the road of exhorbitant wages and transfer fees, we're not a club who can sustain that level. I don't expect Carson to put in £50million of his own money each season, we've got to do it by our own means.
"But at the same time, I'm confident I'll have a few bob to spend."
