The evergreen 36-year-old was again in the right place at the right time to net for Blues two minutes into stoppage time, after another sub goal from Samir Nasri looked to have won it for the Gunners on 81.
Alex McLeish's men looked to get about their illustrious opponents from the off and had gone close through Cameron Jerome, before hitting the post on the hour.
Roger Johnson's volley off the woodwork then fell to central defensive partner Scott Dann, but the ball struck his knee and went over from a yard out.
That missed looked to have proved costly when Nasri, 13 minutes after coming on from Theo Walcott, made a long run before beating goalkeeper Joe Hart from the edge of the box.
And that looked to be that but Phillips, introduced on 83 for Keith Fahey, had other ideas.
The veteran may have had the nous but there was more than a hint of fortune about his goal.
Defender Bacary Sagna attempted to clear the ball only to hit Phillips in the face, with the ball looping up and over a rooted Manuel Almunia and into the goalkeeper's net.
