The coffers have been swelled by around £600,000 after the sale of Anthony Gerrard to Cardiff and sell-on cash from Scott Dann's switch to Birmingham and Dan Fox's move to Celtic.
Boss Hutchings knows he needs another left-back - with the news Netan Sansara will miss the start of the season with damaged ankle ligaments - and a decision is due on trialist Jamie Vincent imminently.
Vincent, available on a free, played in the 2-2 draw with Albion on Saturday but Hutchings has confirmed he will splash out if he needs to.
"I do have money to spend if I want to," said the boss.
" If we have to delve in and it comes out of the budget we'll do that, but once the budget has gone that'll be it. I'm very wary of how we're treading."
Meanwhile, Hutchings has appointed Mark Hughes as his new skipper with Rhys Weston club captain.
