I refuse to pay my parking fine

On January 3 this year I visited Stourbridge town centre to see if I could get a vacuum repaired.

As it was a bank holiday and just after Christmas the town was packed and no street parking was available.

After checking the street parking I turned into Bell Street which is a narrow fairway with two-way traffic.

As a blue badge holder I could have parked and waited on the double yellow lines which are on both sides of the road.

However I was conscious of the traffic and numerous pedestrians and the leisure centre opposite, so I deemed it unsafe to stay on the highway.

In order to mitigate the danger I pulled onto a concrete area just off the highway. I was waiting there for 13 minutes. Several weeks later I received an invoice from Secure parking Birmingham for £100. From the outset I informed them of the extenuating circumstances.

However they dismissed my appeal. I then appealed to POPLA informing them of the extenuating circumstances.
