Plans for 500 new homes in Fradley submitted again a year after rejection from Lichfield council
Plans have returned for up to 500 new homes in Fradley – a year after a previous application for the site was rejected by Lichfield District Council.
Barratt Homes West Midlands And Wilson Bowden Developments Ltd are seeking outline planning consent for land north of Hay End Lane in Fradley.
As well as the new housing, they are proposing land for a new primary school, playing fields, a sports pavillion, new open space and woodland. If the application is approved by Lichfield District Council a further application, covering details such as housing type, design and layout, would be submitted at a later date.
The previous hybrid planning application for the site was refused permission in July 2024. The decision notice stated that the site was not allocated for development and was located outside of any defined settlement boundaries within the adopted Lichfield Local Plan Strategy, and the level of affordable housing proposed did not comply with policy.

A planning statement submitted as part of the latest application said: “The application package represents a sustainable development which is not only consistent with the NPPF (National Planning Policy Framework) but also makes a significant contribution to the delivery of housing as set out national planning policy. It represents a deliverable development which will contribute positively to meeting the housing needs of Lichfield District at a time when the presumption in favour of sustainable development applies.
“The development will deliver a large number of public benefits including the provision of 28% affordable housing, walking and cycling links, provision of a significant amount of open space and biodiversity net gains, the provision of sports pitches, a sports pavilion and the provision of land for a potential primary school.”
But objector George Petrou said: “Fradley has undergone, and continues to undergo, rapid expansion yet remains severely underserved. The absence of essential infrastructure- GP surgery, secondary education, leisure facilities, retail and a pub/community hub demonstrates that Fradley is becoming an oversized town with small village amenities.
“Road safety is already a pressing concern. Narrow lanes, inadequate roads and pavements, dangerous A38 connections etc are also a key factor.
“Fradley was built as a small village. It has been turned into a town with very little major infrastructure upgrades needed to support it.”
Michael Kirwan said: “We need a doctors surgery before any more houses are built. Still can’t get an appointment at a surgery in the next village, we need one here.
“We also need some local shops, or improve the car park at the Co-op – the parking and getting in and around the Co-op is a nightmare. With more population it’s only (going to) get worse.
“The roads around the village are getting worse because of all the cars about now and that’s just going to get worse too. Don’t you think there’s enough houses around here now?”
