Battery energy storage site plans for Norton Cans among this week’s planning applications

A battery energy storage site could be installed on farmland south of Norton Canes.

Elgin Energy Ltd, which has put forward proposals for battery energy storage systems (BESS) in South Staffordshire, has submitted an application to Cannock Chase District Council for a site off Lime Lane, Pelsall.

If the proposals are approved, 40 BESS units would be installed at the 3.7 hectare (9.1 acre) site for around 50 years. The site would be surrounded by 2.45m high palisade security fencing and site access would be from School Lane.

A design and access statement submitted as part of the application said: “The current land use is unmanaged grassland (agricultural land). A review of available Agricultural Land Classification mapping indicates that the site is Grade 4 -Grade 4 is described as poor-quality agricultural land.

“The BESS facility will have an operational period of 50 years exporting and storing renewable energy. Maintenance visits will be undertaken by skilled personnel, ensuring that the system is in optimal condition and that all parts of the system are fully serviced and functional at all times.

“The use of batteries is a safe technology since each lithium-based cell is self-contained and grouped within dedicated containers separated by areas of gravel which will be kept free of vegetation or other material that could act to spread a fire. The BESS will be designed to address prevailing industry standards and good practice at the time of design and implementation.

“When the operational period has ended, the site would be fully decommissioned. All BESS infrastructure would be removed from the site and either recycled or disposed of.”
