The Cavalcade Pub has been demolished and revised plans have been put forward to transform the Stroud Avenue site with supported accommodation for for people with physical and mental disabilities and 13 houses.
Developer Cavalcade Ironville Property changed the designs after the original scheme attracted 130 complaints from residents.
Walsall Council has now given the green light for the eight-bed specialist unit which will now be moved to another part of the land with the two blocks of flats reduced to two-storeys, while the 13 houses will be built further away from other properties.
The original plans were for two three-storey blocks close to existing homes in Rudge Close which would face a two-metre high wall.
The disabled person's property was also only allocated three parking spaces.
Willenhall North ward representative Councillor Ian Shires said a meeting was successfully held between residents and the developers to resolve the dispute.
"By bringing together the applicants and the residents affected by the development we have been able to agree an acceptable way forward, he said.
