Wolverhampton Council is the latest local authority in the West Midlands to announce savage cuts amid growing financial pressures.
Last year Birmingham Council became the first - and so far only - council in the region to effectively declare itself insolvent, but most councils have been forced to take brutal measures to avoid a similar fate.
