Pretoria Villa, in Wellington Road, Bilston, was converted into five one bedroom flats, and a further studio apartments earlier this year.
Lucasz Proszowski is now seeking retrospective planning permission for the development.
Documents submitted to the council state that work began on the conversion in January this year, and were completed in May.

Jacob Sedgemore, acting as agent for Mr Proszwoski, said the advice was sought of a planning officer last month, who advised the development would be acceptable subject to it meeting national standards on floorspace and parking.
If permission is refused, planning officers will have the power to insist the building is restored to its previous state, as a single house.
Plans submitted so far by Mr Proszowski show that the property has parking for three cars, and each apartment has a single bedroom.
The proposals will now go before Wolverhampton Council's planning department for consideration.
