Henry Carver, president of Wolverhampton Business Forum, welcomed the news, but said it would only work if the council agreed that the building could be demolished.

He also said the council should not be held to ransom over the purchase price, and should be forceful in its valuation.

Mr Carver, who has spent the past three years campaigning for the site to be redeveloped, said he was pleased the council was taking action.

But he said any scheme to renovate the existing building would almost certainly fail.
