Dr Jonathan White, of the church management group, said major structural repairs were needed, and it would fall to the congregation to raise up to £10 million for the work to be carried out.
The church, which hosts the city's annual mayor-making and Remembrance services, will be hosting a Christmas fair to raise much-needed funds on December 6.
The event, from 10.30am until 2.30pm, will be opened by Mayor of Wolverhampton Councillor Craig Collingswood.
