Applicant Paul Andrews of the HP Group said the house had been used as an HMO since before 2017.

An HMO licence was granted in 2018, but when it was due for renewal in 2024, the issue regarding planning permission was raised. A new licence was granted, but with a condition applied that it would only be valid if planning permission was obtained.

Mr Andrews said residents had to abide by strict conditions, and inspections were carried out every month.
