Head of planning Michael Brereton approved the plans subject to the an agreed car park layout being implemented before the flat could be occupied.
The condition was placed after the council's highways department voiced concerns that a lack of car parking would lead to overspill on-street parking.
It said that initial plans showed just two parking spaces for the entire site, with no spaces specifically earmarked for the supermarket.
It feared that, coupled with high on-street parking demands in nearby side streets, the scheme would result in vehicles being parked in contravention of the no-waiting restrictions in Stafford Street, which could lead to road safety issues.
Revised plans with designated parking an turning areas were subsequently submitted.
Sherwan Mohammed, acting on behalf of the developer, said the proposed flat would offer just over 1,500 sq ft of floor space, in what was at present excess storage space.
"The flat is intelligently designed to accommodate more than eight people comfortably," he said. The design of the flat, with spacious bedrooms, ensured it would meet 'a variety of options to suit different preferences and needs," he said.
He added there would also be a 500 sq ft rooftop garden.
