Head of planning Michael Brereton granted permission for the extension to remain, more than four years after work began.
In December last year, Raghbir Singh submitted a retrospective planning application for four flats above the rear storeroom of the shop, but this year modified the plan to reduce the number to three.
The flats will be accessed via a side door in Spring Fields, which leads up to an existing flat above the shop.
