65 new homes planned for 'grey belt' on the edge of the Black Country and this week’s other Staffordshire applications
More than 60 new homes could be built on green belt land on the edge of Wolverhampton.
An application has been submitted to South Staffordshire District Council, seeking outline permission for up to 65 homes, vehicle and pedestrian accesses, drainage features and open space on land off Springhill Lane, Lower Penn.
The 2.97-hectare (7.34 acre) site, which is currently open grassland, is located to the north of Sandhills Day Nursery. The main access would be via a private driveway which would be upgraded to an adoptable road.
A planning statement submitted as part of the application said: “The site is not allocated within the South Staffordshire Development Plan and falls within the Green Belt. However, development is not regarded as inappropriate.

“The development would utilise grey belt land as the site does not strongly contribute to preventing urban sprawl, towns merging, or preserving the setting of historic towns. There is a demonstrable unmet need for housing as evident by the council’s acute shortfall in housing land supply.
“The development is in a sustainable location, with active travel connections to facilities within Wolverhampton, and sustainable travel connections from nearby bus stops. The development will meet the ‘golden rules’ in respect of 50% affordable housing, improvements to local infrastructure, and provision of open space, and development would not fundamentally undermine the purposes of the remaining Green Belt across the area of the plan.
“The site is directly adjacent to the built limits of the City of Wolverhampton. Future occupants are more likely to head to Wolverhampton to access services and facilities, given its proximity and accessibility by a range of transport modes, rather than settlements in South Staffordshire.”
