It will be the fourth consecutive year that the authority has raised council tax by the maximum permitted amount, without holding a referendum.
A report to Monday's meeting of the council recommended that the basic council tax rate for a band D property will rise £106.28 a year from £2,038.57.
It is still likely to be lower than in neighbouring Wolverhampton, where the council has projected a rise to £2,209.30.
Under the proposed rises, the basic band D council tax will rise to £1815.15, with the West Midlands Police precept rising to £244.50 and the fire service charge rising to £85.19.
For a band A property, the basic council tax will rise to £1,210.10, amounting to £1,429.89 once the police and fire charges are added on. For the highest band H properties, the total charge will rise to £4,289.68.
A report to the council said the budget would be balanced for the coming financial year, but savings would need to be found during 2027/28.
