Fly tippers caught in the act - incredible pictures of rubbish being dumped as angry businessman declares: 'It's just a losing battle'

A Black Country businessman has spoken of his anger as his premises have been plagued by fly-tipping - saying nothing has been done, despite presenting comprehensive CCTV footage.

James Turvey, who runs Approved Home Improvements in Turner Street, Dudley, says fly-tippers target the area around his premise on average twice a week.

Mr Turvey said CCTV cameras at the rear of his window-and-door showroom and caught numerous offenders in the act, with clear facial imagery and car registration numbers. But despite handing the evidence over to Dudley Council, he said as far as he was aware, nobody had been prosecuted.

His latest videos, taken on the weekend of January 24 and 25, captured two incidents. Just after 2pm on January 25, a dark grey Toyota Avensis estate, the registration plate clearly visible - we have obscured the number and faces for legal reasons -  pulls up at the side of the road.

Two people get out, a dark-haired bearded man in a green polo shirt, blue jeans and a blue padded coat, and a second offender dressed all in white, are seen dragging a washing machine from the boot of the car, before dumping it at the roadside and driving off.

Mr Turvey said he had been plagued with people dumping rubbish outside his showroom after moving into the premises 18 months ago.

"As soon as we moved in there was a massive pile of it," he said.

"We took it upon ourselves to get in touch with the council and they did clear it once, but that's about it. 

"We put our cameras up for that reason, to try to catch them, and we send them to the council. They are as clear as anything, the evidence is there, but they're just not bothered. 

"We put our own signs up. It's just a losing battle."

Mr Turvey said the activity was damaging to his business, taking up precious time and creating a poor impression for customers. 

"in the summer it was bad, the smell was ridiculous," he said. "We've got a showroom here that we're trying to get customers to see, and it's just a mess.

Mr Turvey said he hoped that by sharing the footage, he would shame the offenders into changing their ways.

"I hope their family see it and think 'what are you doing?'

"It happens a couple of times a week, but as far as I know, no-one's been prosecuted for this or fined."

He said the council acknowledged one of his complaints by email, but that was the last he heard.

""I had one email because a bloke had tied a sofa to his roof, and then pulled up outside. You can see that he just untied it and just chucked it off his roof, which we sent them, and we did have an email from an enforcement officer, just asking the exact time and date."
