Plans have been submitted to Dudley Council to build a four-storey block of flats on a car park behind St Jame's Road.

The proposals, which will now go before the planning department, include a 'living roof' containing 38 species of plant, including 33 wild flowers and five different types of grass.

The developer said the covering, which will be grown in an inch-thick 'substrate base' on a carrier membrane, will benefit biodiversity at the site.

The plans are for 20 flats across four floors, comprising 12 single-bedroom flats of approximately 570 sq ft each, and and eight two-bedroom flats covering about 700 sq ft.

The site, at the rear of the centre for equality and diversity, will also include parking for 14 cars, with electric charging points for four, and storage for 16 bicycles.

A report that accompanies the application said the 'living roof' would need annual maintenance for best results, with an after-care plan of spring weeding and autumn strimming each year.

Cowslips, marigolds, poppies harebells and thyme are among the species planned for the roof.

Mike Kalam, director of Lapworth Architects which designed the scheme, said the scheme offered modern living tailored to local needs, while preserving the area's character and contributing meaningfully to its evolution.

"This scheme is a flagship regeneration project for Dudley, a bold £4 million investment that transforms an underused plot into a vibrant, sustainable residential community in the heart of the town.

"Our design draws on Dudley's rich heritage while delivering a contemporary architectural response. It’s not just about creating homes, it’s about shaping places that elevate daily living. We’ve worked hard to ensure this scheme feels at home in its setting, but is clearly of its time."
