Officers at the scene gave emergency life support, with crews from West Midlands Ambulance Service arriving to offer care.
A housemate of the man, who asked not to be named, said he had seen the man sitting in his car late at night, then had found him in his car again in the morning.
He said: "I saw him sitting in his car out of my window and thought he might be charging his phone as we had an electric fault.

"When I was going out this morning, I saw him and wondered why he was still sitting there in the same position and then, when I looked at his neck, I didn't see anything moving and that's when I called the police.
"I'm just really shocked as he hadn't been well for a few days, but just shocked that this has happened and dealing with it right now."
A spokeswoman for West Midlands Ambulance Service said: “We were called to reports of an incident on Stafford Road in Oxley, Wolverhampton at 8.34am and sent two ambulances and a MERIT trauma doctor with a critical care paramedic to the scene.”
West Midlands Police have been contacted for a comment.
