Owners Modus met the manager of Spencers Market to say that they intend to turn it around by spending a substantial amount bringing it up to date.
Traders say they were told plans include a new roof on the red brick centre and escalators similar to Halesowen's Cornbow Centre.
Landowner Dudley Council today said it was approached about "major development" with a planning application expected soon.
Modus had been tightlipped about the centre's future - sparking concern among traders at Spencers Market who say takings have plummeted since Morrisons moved out in the spring.
Market manager Tom Comer said he met a Modus representative at the end of last week who said the firm planned to increase footfall at the centre and were in talks to try and get big names to sign up for leases.
He said: "They have looked at the centre and have decided it is too new to knock down and start again.
"They have said they will refurbish it, but I haven't seen the plans yet. They also told us they would ensure Spencers Market traders would still trade and they want to make improvements."
Traders have been told that Modus, which now runs the market, cannot guarantee they will stay in the Crown Centre as they may need the space for a large supermarket. However, they have been told somewhere else will be found for them if that option is pursued.
Modus Properties paid £7million for the Crown Centre lease in March.
Earlier this month Caffe Chique moved out of the Crown Centre and stalls have gone from Spencers Market. As well as Morrisons other units are empty.
