It is reported that PC Brand assaulted the woman while officers were trying to detain her partner, who was wanted on a warrant.
An Independent Office for Police Conduct (IOPC) investigation into the incident was launched, followed by a mandatory conduct referral made by West Midlands Police to the IOPC on July 4, 2025.
The IOPC then passed the evidence to the Crown Prosecution Service on November 18, and the charge was authorised by them on December 16.
PC Brand is due to appear at Wolverhampton Magistrates Court on January 27 for a first hearing.
An IOPC spokesperson said: "PC Calum Brand faces one count of assault by beating and is set to appear at Wolverhampton Magistrates Court on 27 January for a first hearing.
"It’s alleged PC Brand, aged 26, assaulted the woman in a communal stairwell while officers were trying to detain her partner, who was wanted on a warrant.
"Our independent investigation followed a mandatory conduct referral made by West Midlands Police to us on 4 July 2025."
